Doc string for set-window-dedicated-p says this:

        If it is dedicated, Emacs will not automatically change
        which buffer appears in it.

What does "automatically change" mean?  

If *I* explicitly do C-x b in a dedicated window, there is no
automatic about it, so shouldn't this be allowed?

Well, I suppose that is exactly not intended to be allowed, so
the doc string for set-window-dedicated-p could be improved.

Also, the restriction should be mentioned in switch-to-buffer.
