I'd guess the best place to ask is on the arch-users mailing-list.
I'm pretty sure I remember people saying that got tla working through an
http proxy, but my memory may be faulty, or maybe it required some
"tweak&rebuild".
If you can use SSH from work, then you might also be able to get your
HTTP requests tunnelled through SSH, using the -L option of ssh.
