Isn't that more or less the job of lisp/emacs-lisp/authors.el?
Presumably if no more contributors are expected for the release, it
would be used to update AUTHORS, and then one would go from there?
Updating AUTHORS and then diffing it seems like a good way to get the
raw data from which to update the manual sections.
