Not so far as I can see.
or @' should be fixed to DTRT
I suppose that would be possible, if you or anyone cares to hack
texinfo.tex to do it.
What does "Garc@'{i}a" produce for you,
An acute accent over a dotted i.
and why do you think it's not TRT?
It's bad typesetting; a dotless i (and j) should be used with accents.
That's why @dotless exists.
