There is a fast and incremental converter from git to Mercurial
included with Mercurial for over a year now and the next release of
Mercurial (expected in a few days)
At least Mercurial runs on Windows.
No offense intended, Mercurial seems nice, but I think it would be too
bold switching Emacs development to a SCM scarcely one and a half year
old.
It's not that there aren't good SCMs out there, is that most of them
aren't mature. Not even git, I'd say.
