I don't see an easy way to implement the "wait for C-l" -- and for the
case at hand, it doesn't even solve the problem, as the abnormal
behaviour happens when the toolbar size is increased.

And there are no _frequent_ changes in tool-bar size; it happens when
users change buffers/windows ... which is the right/only time to do
it.

In any case, I've fixed the reported bug, so I don't see a need
to change tool-bar functionality now.
