        Assigns changes to Emacs.

    So it would seem that we have lwlib covered.

I don't think that lwlib counts as a change to Emacs.  (I don't think
it was written specifically for Emacs.)  This is why the copyright
notices were not changed from Lucid to FSF.

I asked a lawyer for advice about certain points regarding those files.
