Yes, that's correct.

This is the HTML template used in conjunction with the gendocs.sh
script (it is mentioned in maintain.texi). The script transforms the
Texinfo source in various formats and creates an index.html page with
hyperlinks to them. Most of the GNU maintainers are using it.
