Desktop locking broken with lazy desktop.

Please write in English if possible, because the Emacs maintainers
usually do not have translators to read other languages for them.

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I have lazy loading of the desktop enabled.
Everytime I start Emacs, it says:

Warning: desktop file appears to be in use by PID 2932.
Using it may cause conflicts.  Use it anyway? (y or n)

where 2932 is the pid for the previous Emacs (cleanly shutdown with C-x C-c).
But lazy desktop loads the desktop anyway even if I don't answer the question. If I anser yes, it loads the desktop twice.

I've checked, there is no .emacs.desktop.lock when I start Emacs.
This happens all the time.

If Emacs crashed, and you have the Emacs process in the gdb debugger,
please include the output from the following gdb commands:
