Rather: in $PWD .

Just 2 cents as a user:  It has been repeatedly suggested to use *scratch*  
as a buffer to take quick notes.  Major drawback is that there is only one  
*scratch*, you take notes, at some point write that temporary buffer to a  
final location - and lost your scratchpad.  Personally, I liked the idea  
of ~/.emacs.d/notes/
