Yes, and I also found it's not enough to update line numbers in
window-size-change-functions, configuration-change-hook, and
after-change-functions; one should also do it in hs-...-hook,
allout-..., outline-..., and many others.

I have for now reinstated the original behaviour: Line numbers are
(also) updated in post-command-hook. However, one can set linum-eager
to `nil' to obtain more conservative updates, at the price of
potentially missing some changes. Use C-l or scroll in such cases.
