I'm not a mac expert, but my impression was that the locale should
always be utf-8 on mac. What is file-name-coding-system (or
default-file-name-coding-system) set to? If not utf-8, does setting
file-name-coding-system to utf-8 help?
(setq file-name-coding-system 'utf-8)
