Symmetry? Could you explain what you mean?
C-x C-o doesn't to be what you're referring to (it's bound to
delete-blank-lines).
It is analogous to C-x 4 C-o.
The natural meaning of C-x C-o would be "display a buffer in the
selected window but don't select that window," which is sort of
self contradictory. In fact, that meaning for C-x C-o is older
than C-x 4.
