yet another bug of scroll-up

Hello,

A bug of scroll-up still exists in Emacs 22.2.92.
Please open the attachment with teminal Emacs (emacs -nw).
And type M-1 C-v. Scroll does not work around "this is the sample line".

This text assumes an 80-column tty terminal.
Please try to scroll this text one line at a time with e.g. M-1 C-v.

It seems that when a line wraps with TAB, Emacs fails to scroll at that line:   
this is the sample line.

Below is just padding to allow this whole text to scroll...
