And why are you so offended by a defvar? It doesn't even have to be
documented, other than a docstring:

project-settings-file is a variable defined in `files.el'.
Its value is ".dir-settings.el"

Documentation:
Settings file for per-project settings.
Internal use. Don't change it unless you understand the consequences.
