Ah, sorry I had missed that.  I have put

(define-key global-map [?\C-+] 'text-scale-increase)
(define-key global-map [?\C--] 'text-scale-decrease)

in my ~/.emacs and can live with it, although I suspect the concern will
come up again in the future.
