If you want to get fancy, then looking
at the template:

You could say that there are 8 control panel
frames around the main edit frame rather than
just four.  The combinatorics expressed by the
NSSS/NSEW notation have to be replaced with
something slightly more complex but its still
a simple boolean logic structure.

And, while in the description so far I've 
insisted on not nesting frames more than one
layer deep really, you could have a kind 
"theory of relativity" in which each of peripheral
"control panel" frames had it's own surrounding set 
of 8 subordinate frames -- all "frames of 
reference" (pun intended) look the same in that regard.
That gives you nested pie menus as a unifying metaphor.

A numeric keypad makes for a fine navigational
tool for an "every frame is surrounded by eight
control panels" system.  If mouse driven, it's
basically a "pie menu" configuration.
