Bug #3808 revisited (can't set c-cleanup-list because of .dir-locals.el)

Hi, Emacs, Yidong, and Jan,

In Bug #3808, Jan Djärv couldn't set a C Mode "style variable" because
of the way CC Mode set the style when that style was specified in a
.dir-locals.el.

I have now fixed this bug properly so that `c-set-style' is called
differently depending on whether `c-file-style' was set in a
.dir-locals.el or in the C file's Local Variables section.

Jan, would you please test the savannah bzr trunk and confirm to me that
the bug really is fixed.

Yidong, assuming this to be the case, could you please apply the fix
(revision 100846) to the Emacs-23 branch.
