If you're running emacs from bzr, would you mind telling us what (if
any) configuration you've done around pop-up-frames? To get the
behavior you described originally, you probably had some customization
(perhaps as simple as (setq pop-up-frames 't)), but it'll be tricky to
figure out what might have caused the problem without knowing.
