Try using nosmart+, i.e.

  bzr up nosmart+bzr://bzr.savannah.gnu.org/emacs/trunk

I just branched the whole trunk afresh: it worked with nosmart+bzr://,
but failed with bzr://.

I will talk to the Savannah admins again.  Thanks for trying this.
