There's a certain conflict here between two groups of users: those who
set pop-up-frames non-nil, and those who don't.  The former want the
current default, while most of the latter I suspect would want the
previous behavior, maybe out of habit, maybe for some other reason.

We need to find a good way of giving each group the default they want.
