It strikes me as a non-Emacs-specific problem, so maybe the OS should
kill its TCP connection between suspend and resume.

I've been suffering from it for many years.  I'm not sure if it
affects NNTP connections (it probably does) but it for sure affects
nnimap with gnutls-cli.

As I said, I can't think of any reason why we should be the only ones to
face this problem, so it'd be good to know how others dealt with it.
