Updating README on the ftp site for Emacs 23.4

Hi,

The README on the ftp site (admin/nt/README-ftp-server in Emacs-23 branch) should be updated for Emacs 23.4.

Comments on attached patch are welcome. If noone objects I will commit this and update the one on the website.
