Are you interested in hosting your "working" patches on Github or some other 
public VCS so that other people can help contribute?  It would also be nice if 
I could build against HEAD in BZR with your patches, but I am not sure that I 
am currently able to adapt patches from 24.1 to the development version of 
Emacs.

I'm not sure that you even maintain this list, rather, maybe you just update 
your patches when a new release of Emacs happens.
