Crash or just an error?

The alternative is to bring the *.elc files from an already
bootstrapped tree.

Or, if you managed to get a working emacs.exe, compile the few Lisp
files by hand, until just "make" agrees to go on without requiring a
bootstrap.  Obviously, at least abbrev.elc will be needed, but maybe
others as well, I don't remember.
