You can put the tarball anywhere you like.  People can then install it
via M-x package-install-file, which will byte-compile it, setup
autoloads, and put it under ~/.emacs.d/elpa along with any accompanying
files, so you should be able to find those .tex auxiliary files at
run-time without any difficulty.
