It's a "bug" in http://www.gnu.org/layout.css:
blockquote{ margin: 1em; font-style: italic; }
That prevents <var> from distinguishing the second word. In Info it says
This function is the handy way to add function FUNCTION to hook variable
HOOK.
which makes it clear(er) that it's "the function referred to by the
argument named 'function'" (and similarly for hook).
