How about Org-mode?  It's distributed with Emacs; it uses simple
markup, e.g. "*bold*, /italic/", it has footnotes, headings, itemize
etc., and exports to ODT, LaTeX, etc.

It's not quite WYSIWYG, but it's pretty close.
