It was shared in Bzr because I did not know how to make a separate
repository for it in bzr.sv.gnu.org.

It is not shared in Git because sharing does not bring any significant
benefit, given the fact that the 2 repositories have no common history.

`elpa' is not a "version" of Emacs, contrary to pretty much
every other branch in the `emacs' repository.

In any case, these decisions aren't terribly important: it's easy enough
to change them later if we want.
