[PATCH] allow to suppress an output of `url-retrieve-synchronously' function

Hi all!

I would like to have `url-retrieve-synchronously' function from url.el to be a little bit improved. I would like to be able to keep it silent (to be able to suppress its output such as "Contacting host: example.com:80") in the same way as it is possible to keep `url-retrieve' silent: by passing parameter `silent' (equal t).

May I contribute?

P. S. I'm sorry I don't know workflow: I'm new in emacs world. What is the best way to submit a patch?
