+1 for a no-push without documentation policy.

I'll go further than that.  I'll assert that people who write features without
documentating them are being irresponsible and lazy and should be ashamed of
themselves.  Only when that attitude is common and there is real peer
pressure against this kind of sloppy work will good behavior be likely to
become normal.
