There is a very high "startup cost" to writing TexInfo documentation.
"Startup cost" come when you are giving birth to a manual or introducing
a big chapter in an existing manual.
What one can do is, write out the documentation in Org and use the
Org->TexInfo exporter to create the initial draft. Just enable texinfo
in the `org-export-backends' and export the usual way.
ps: I find the texinfo markup verbose-y and the `@'-s irritating.
Honestly speaking, what gets in the way is one's own dislike and
reluctance.
