It doesn't work all that well in practice on systems (like GNU) which
are not predominantly Unicode-based. Dealing gracefully with invalid
UTF-8 sometimes means producing invalid UTF-8.
For example, a backup program needs to be able to save and restore
files whose name is not encoded in UTF-8.
