In general that would be true, and the normal case.  However, here's a
case where you might want it to match "a", too.  You are pretty sure
you saw a quote of a Norwegian text or a Norwegian name in an
otherwise English document, and want to find it.  But you forgot the
spelling was not accurate: the word you're sure is in the quote
contains "å", but was spelled with "a" (by a non-Norwegian typist)
instead.

Rarely of use, I agree.

I think the more normal case (and the original motivation for this,
also pointed out by Marcin) would be an English-speaker who would find
it difficult to type "å", and so searches for the Norwegian text using
the word spelling with "a" (she doesn't know about "aa").
