Yes, that particular doc string is talking about quoting, so it's 
reasonable for the doc string to go into greater lengths and to say when 
it's quoting symbols as opposed to strings, to help avoid the kind of 
confusion that started this thread. Doc strings that talk about other 
issues don't need to be so careful.
