IMO, it makes no sense to use a function in a preloaded file if the definition of that function is not also preloaded. Why is read-multiple-choice in subr.el in the first place?
Sorry, I cannot answer that question. I just did: grep seq-position lisp/*.el and noticed that 'read-multiple-choice' uses seq.el without requiring. That's all. I didn't know even that function exist.
