Since it is free software, we can use it when it is useful.

On occasions when we can use a GNU package or a non-GNU package, we
should choose the GNU package, out of loyalty.  On occasions when we
can use a GPL'd package (version N or later) or a free package with
some other license we should choose former package, out of loyalty.
But that's only about choosing _between_ free programs.
