Yes.
Toon and I are proposing something different: a FSF/GNU
hosted installation of the GPL-ed GitLab software on local
hardware.
I see. Well, i hope ZOW can fill the gap until that time comes.
Certainly, it runs on my (local) machine, which has nowhere near
the requisite amount of RAM for a GitLab instance...
