I vaguely recall a discussion from 1.5 years ago where it was decided that it
*should* be a user configurable option, since many of us dislike curly quotes
and there is no reason we shouldn't be able to easily turn them off.

So, unless someone has a reason to offer, I'd like to make this configurable
in 26.1.
