It's fine with me, but it would have meant that the emacs-26 branch
was frozen from the second pretest, which probably is too
conservative.  I don't remember when we last started pretest with a
number below 90, maybe only when Emacs 21 was in its pretest.  But if
others don't mind, neither do I.
