It's rarely used. Bug#6850 is owned by me, for example. I don't remember
whether an owner is Cc'ed with every message. But these email
notifications aren't satisfactory yet in debbugs at all, there are bug
reports about waiting for improvement.

And likely, the original debbugs software from Debian is better with
this meanwhile; we need to synchronize our fork. This is a pending task,
yes.
