AFAIK part of the purpose behind the change in the semantics of
window-size-change-functions (and related hooks) in Emacs-27 is so that
modes like yours can use window-size-change-functions and nothing else.

So I'd recommend you use that in Emacs-27 and file a bug report if it's
not sufficient.
