    Document new features of package.el
    
    * doc/emacs/package.texi (Package Menu): Document the 'external'
    status and the new menu commands.
    (Package Installation): Document archive priorities.
    
    * lisp/emacs-lisp/package.el (package-archive-priorities): Doc fix.
    (package-menu-hide-low-priority): Doc fix.
