[Orgmode] Emacs23 Menus "Org" and "Tbl" empty

Hello,

I noticed today that the pulldown menus "Org" and "Tbl" remain
empty, even though org mode is loaded and all functions can be
called by "M-x org-...".
Any hints where to look?
