Maybe use a hook like the following.. It's for cref, please modify to your liking:

(defun creflink()
  "Change all solitary [[]] links to [[target][\cref]] links"
  (regex-replace "\\[\\[\\([^:\[]+?\\)\\]\\]"  "[[\\1][\\\\cref{\\1}]]")
(add-hook 'org-export-preprocess-hook 'creflink)
