Hi Jeff,

use the property :include :

 (setq org-publish-project-alist
         :base-directory "~/org/"
         :recursive t
         :base-extension "xxx"    ;; non-exestent
         :include (".htaccess")
         :publishing-directory "~/public_html/"
         :publishing-function org-publish-attachment)

and make "org-htaccess" part of your compound project.
