You have to figure out the "face" of each headline that you want to
change and customize it. Look in the meny under "Edit/Text
Properties/Display Faces", search in the *Faces* buffer for org-level-1
(for example), click on it, and then customize it: the "Weight", "Width"
and "Height" attributes are probably the ones to try.
Alternatively, if you like the whole theme, just download it and install
it. Instructions are at
https://github.com/juba/color-theme-tangotango/blob/master/README.org
