You can have a custom agenda command like this one:
(setq org-agenda-custom-commands
'(("c" "Level 3 courge" tags "+LEVEL=3"
((org-agenda-regexp-filter-preset '("+corge"))))))

You can hack around `org-agenda-after-show-hook'.
