I use Evernote, which has handy annotation, tagging, and search functions.
The offline desktop client also has a "Copy URL" button, which puts the Evernote server location where you stored the page into your clipboard. I paste that into an org-mode link. If you're on Linux, you can copy the URL from your browser.
