Hi,
The syntax has changed in org-9, see
http://orgmode.org/manual/Header-arguments-in-Org-mode-properties.html#Header-arguments-in-Org-mode-properties
The following seems to fix your example:
:HEADER-ARGS: :var foo="bar"
